- Ask the building department how they assess structure value and what counts toward improvement cost.
- Establish roughly what scope would reach the threshold.
- Find out what full compliance would require for your house — particularly elevation.
- Compare that against what a rebuild would cost and deliver.
- Then commission a design for the route you are actually taking.
Why this order matters
A design commissioned before this sequence is a design for a project that may not be available. When the threshold is reached at permit, the money spent on it is gone and the project starts again.
