If it reaches the threshold, full compliance is triggered — which can mean elevating the entire house. That discovery after a design has been paid for is the most expensive sequence available here.

The assessment is also based on the structure's value rather than the property's, which surprises owners on high-value lots. A house on an expensive Gulf-front parcel may have a modest structure value, which means a comparatively small renovation budget can reach the threshold.
