A building permit judges code compliance. An architectural review committee judges whether a design suits the community, and it can reject something entirely compliant. The two processes have different criteria, different schedules and different people, and a program built around the permit alone will be late.
Review committees also change composition, and with it their disposition. A community that approved a particular approach three years ago may take a different view today, which is why recent decisions are a better guide than either the written guidelines or what a neighbor was permitted to build.

Construction restrictions to establish early
Permitted working hours, delivery times and routes, where trades may park, whether skips are allowed on the street, and whether there is a seasonal moratorium during the months residents are actually in residence.
Seasonal restrictions are the ones that most affect a program. A community that prohibits construction through the winter season has effectively halved the available working year, and that has to be in the schedule before it is agreed.
