The elevation shapes the architecture

Required finished floor elevation determines how high the house sits, which decides the entry sequence, the stairs, what the space below can be used for, and how the building meets the street. Architects who resolve that first produce a house that looks intentional; those who add it later produce one on stilts.

Elevation also interacts with the community's own rules. Many Gulf coast associations have height limits measured from grade, and a house raised to meet a flood requirement can find itself constrained at the top by a covenant written before the elevation requirement existed. The two have to be reconciled before design, not during review.

Designing the underside

On an elevated house the space below the finished floor is what somebody sees from the street before they see the house. Left as exposed piles and a slab it reads as unfinished; treated as architecture — with proper enclosure, materials and lighting — it reads as intentional.

What can be done there is constrained by the flood zone, which limits use and construction. Working within those limits deliberately is the difference between a house that sits comfortably on its lot and one that appears to be on stilts.
